Heat oil in a small pan. Add garlic and cook for one minute. Add remaining sauce ingredients and bring to a boil, reduce heat and let the sauce simmer for 4 to 5 minutes. If sauce becomes too thick, add 1 tablespoon of water to the mixture. Remove sauce from heat, remove rosemary and let sauce cool.
Preheat grill for medium-high heat. Season catfish with salt and black pepper. Place onto a well-oiled grill grate and cook for 5 minutes. Using a heat-resistant spatula, carefully flip catfish and cook for an additional 5 to 6 minutes or until fish are cooked through. Remove from heat and serve with drizzled sauce on top.
